The fixed fee does not scale with the amount, so it dominates small payments. Cross-border and conversion can apply to the same payment, pushing the effective rate higher.

Frequently asked questions

What are PayPal’s US rates?

The common commercial transaction tier is 2.99% + $0.49; the micropayment tier is 5% + $0.10 (officially only for payments up to $10) and QR code payments are about 2.89% + $0.49. The defaults were compiled in 2026-10, are not real time, and should be replaced with the rates on your account.

How much does cross-border add?

Receiving from a buyer abroad usually adds about 1.5% on the international transaction, and more for some countries and currencies. It is modelled as an editable surcharge that is added to the tier rate when you tick the box.

How is the currency conversion fee charged?

When the payment currency differs from your settlement or withdrawal currency, PayPal applies a spread that usually works out to roughly 4%. The default here is 4%; if your statement says otherwise, edit the field.

How do I use the solved amount?

It is the amount that leaves exactly your target net, so treat it as a lower bound. Each fee rounds to the cent, so the net is not strictly monotonic — the tool verifies cent by cent around the analytic answer and takes the smallest workable value. Round up when you quote.

Why can small payments cost proportionally more?

The fixed fee is charged per payment regardless of size: on a $1 payment the $0.49 alone is 49%. For genuinely small amounts the micropayment tier (5% + $0.10) can be cheaper, but only if the payment really is $10 or less, otherwise the standard tier applies.
